F-gas regulation - Since 2015

The F-gas regulation was introduced in 2015. Since this test was carried out, new legislation affecting heat pumps has been introduced. The F-gas regulation mainly concerns the refrigerants found in heat pumps and aims to reduce emissions and the climate impact of refrigerants. It is good to check that the refrigerant will be approved over time, as certain types of refrigerants have been banned in different stages. When repairing older heat pumps, this should also be checked, as, for example, a filling ban may be relevant. What is an F-Gas?

Fluorinated greenhouse gases or f-gases as they are usually abbreviated are as defined in EU/517/2014: hydrofluorocarbons, perfluorocarbons and sulfur hexafluoride and other greenhouse gases containing fluorine, according to the list in Annex I, or mixtures containing any of those substances. So even if only a small proportion of the gas consists of one or more of the gases listed in Annex I, it is considered an f-gas. There is thus no limit in terms of GWP factor.

Which bans come into force on 1 January 2020?

From 2020, it will be prohibited to install refrigerators and freezers containing refrigerant that has a GWP > 2500. It will also be prohibited to refill refrigerators and freezers with new refrigerant where the plant's CO2e > 40 tons, the so-called refill ban.

Equipment intended for applications designed to cool products to temperatures below – 50 °C are exempt from the ban.

Can I as a private person install an air-to-air heat pump myself?

As a private person, you may not install this type of equipment yourself. The installation may only be done by a company that is certified and by a person with a personal certificate. Anyone who violates this is subject to an environmental penalty fee in accordance with SFS 2012:259, Ordinance on environmental penalty fees.

How do I know if a company is certified for f-gas?

All companies that have a certificate for f-gas are registered with INCERT. On INCERT's website www.incert.se you can search for example by company name to find out if they have a valid certificate. You can also search on a variety of other parameters such as city, organization number and more.

The new regulation will come into force from 1 January 2015.

As the owner/user of a cooling and heat pump installation, you are expected to know the parts of the regulation that concern you.

Do not do new installations with high GWP refrigerants (R404A or R507)

Ask for help investigating whether there will be any change in leak detection intervals and reporting obligations for your systems.

Be sure to get help keeping existing systems tight and well maintained.

If your refrigeration and freezer system has a refrigerant with a high GWP (over 2500), you should already investigate and plan for a change to another refrigerant because from 2020 it will not be permitted to top up with new refrigerant during service.
